What CC Underground Does
39 years underground in Ontario, Every method in-house from start to backfill
You'll never see our best work.
That's the point.
CC Underground installs the water, sewer, telecom, hydro, fuel and geothermal infrastructure that runs under Ontario's roads, rail corridors and rivers, using directional drilling, hydrovac, ploughing and pipe fusion. When the job is done right, the road remains open, the lawn is preserved, and nobody knows the contratcor was there.
We’ve worked for regional governments, municipalities, railways, telecom networks, developers and homeowners out of the same yard on Highway 12 since 1987.That’s the CCU way.
Nearly 40 Years of Work You’ll Never See.
Since 1987 we’ve been installing what runs under Ontario’s roads, rail and rivers, and leaving the surface as we found it.
1987
Two guys and a truck
Operated out of a house, we began boring service lines for telecom companies. These were small jobs, a method most contractors hadn't heard of, and not much of a market yet.
1990s–2000s
The work caught up to us.
Telecom went underground across the province and the work came with it. We were already trenchless while most contractors were still using open cut for every project.
2011
All in on directional drilling.
Horizontal Directional Drilling, or HDD, became the cornerstone of our business and the company was re-tooled around it. Specialized Crews and variable sized rigs were deployed to deliver projects.
2016
Expanding Into water and sewer
Leveraging our experience in HDD methods we turned our attention to water and sanitary sewer systems. Starting with service connections, we moved to working on mains, and then to full municipal systems. This work soon became the biggest part of the business.
2024
Joined National Energy & Utilities
CC Underground became an NEU company, bringing the capital and resources needed to support the yard, the crews and the way we run our jobs.
Today
¾" to 50", soil to solid rock.
Drilling, hydrovac, utility ploughing and pipe fusion services across Ontario. From a single cottage water line to a municipal main under a river. Same yard, same crews, considerably more iron.
Part of National Energies & Utilities
CC Underground joined National Energy & Utilities in 2024. NEU is a North American industrial holding company that acquires and operates businesses across the energy, utilities and industrial services sectors in Canada and the US, six operating companies, built on permanent capital rather than a fund with an exit date.
Everything else stayed put. The crews, the equipment, the yard on Highway 12, and the person who picks up when you call.
For a client, that matters in one specific way: the financial depth behind a bid is no longer limited to what a regional contractor carries on its own balance sheet. Larger scopes, longer schedules, more work running in parallel.

An underground utility contractor installs, repairs and supports underground infrastructure such as water, sewer, telecom, hydro, fuel and geothermal systems using specialized construction methods and equipment.
CC Underground provides horizontal directional drilling (HDD), hydrovac excavation, utility ploughing, HDPE pipe fusion, geothermal loop installation and related underground construction services across Ontario.
Hydrovac excavation uses pressurized water and vacuum removal to safely expose underground utilities, daylight services, slot trench and excavate around existing infrastructure with less surface disruption.
HDD provides trenchless installation of water, sewer, telecom, hydro and other utility lines beneath roads, rail corridors, waterways and developed areas while minimizing surface disruption.
The company is registered with ComplyWorks , has CROR-qualified crews for live rail corridors, and is currently pursuing COR certification through IHSA.
